States that when the cultivators (Ulukuḍimakkaḷ) of the village who had been exercising the right of performing certain village duties (lēvaigaḷ) for which they were paid in kind, were excluded from these duties by the Brāhmaṇas who employed paid labourers in their place, the former re-presented their grievance to the king who redressed it by issuing a tirumugam ordaining that the practice in vogue should not be violated.
