Dual citizenship for PIOs
anywhere in the world

The present provision of dual citizenship for people of Indian origin living in 16 western countries will soon be available to all persons of Indian origin living anywhere abroad, provided the laws of the host countries permit dual citizenship.

The Union Law Ministry recently gave legal clearance to a Bill to further amend the Citizenship Act to provide dual citizenship to Persons of Indian Origin (PIOs) living anywhere in the world, on the lines of present statutory provision for PIOs in 16 countries.

Armed with the Law Ministry's legal clearance, the administrative ministry of the Citizenship Act, the Union Home Ministry, is to shortly approach the Union Cabinet for its approval as the Union Government proposes to introduce the Bill in the present session of the Parliament itself.

At present, India offers dual citizenship to PIOs living in Australia, the US, Canada, Portugal, Finland, France, Greece, Italy, Israel, Netherland, New Zealand, the Republic of Cyprus, Sweden, Ireland and the UK. With the passage of the Bill, PIOs in other countries, too, would be eligible for Indian citizenship in case they migrated to the host country after January 26, 1950 and the host country permits dual citizenship. It may be noted that dual citizenship offered to PIOs do not provide for eligibility to vote in elections or a Government job or public offices here.

As per the draft Bill cleared by Law Ministry, the PIOs, who ever acquired the citizenship of Pakistan and Bangladesh, will not be eligible for Indian citizenship. Earlier this year, Prime Minister Manmohan Singh while inaugurating the Bhartiya Pravasi Diwas in Mumbai on January 7 had announced that India will soon open its dual citizenship scheme for people of Indian origin living across the globe and would not restrict it only to the 16 countries.
