India's most-wanted man, Dawood Ibrahim, has outlived his utility for the Pakistani establishment and is running scared.

Dawood is of "zero" value to the country's generals, especially those who are not part of the ISI, the Hindustan Times has reported. In fact, probably the only reason he is still alive is because he was smart enough to send 'incriminating information' on the Pakistani brass and other prominent figures out of the country, their sources said.

According to London-based sources, Dawood is now living like a recluse in an ISI safe house in Bhorboun, a hill station near Islamabad. He rarely ventures out and when he does it's no longer in flashy limousines but in smaller cars that don't stand out, say sources.

His hold over the underworld in Mumbai also seems to be loosening. The Mumbai Police, who have been tracking the don's activities for a while, have concluded that his gang is in its "dying phase". "Dawood is keeping low as far as Mumbai is concerned," a top police officer said.

The Mumbai Police also believe that Dawood is living like a virtual prisoner and is hemmed in by the ISI.

But the Centre seems to think otherwise. Home Ministry sources said there was information that Dawood was trying to regain a foothold in Mumbai and the Maharashtra government had been asked to remain alert. Ministry sources said Dawood was planning to use the porous India-Bangladesh border to "launch operatives" into India. The operatives have specifically been asked to strengthen the don's operations in Mumbai, the sources added.

Whatever the case, in Pakistan at least, the hunter has become the hunted. Sources in London said the 1993 Mumbai blasts accused started lying low after Shoaib, a close aide, "died" \97 allegedly in police custody \97 some time ago.
