'India's
foreign affairs policy
good, but delivery weak'

The "delivery system" must match the "weapon." Foreign Secretary Shyam
Saran said that while India's foreign policy (which he compared to a weapon) was good, implementation of that "policy" was "often very, very weak."
He released The 21st Century Ambassador, a book by India's former Ambassador to
Germany Kishan S. Rana, and said India needed to increase its capacity to "deliver effectively."
Diplomacy is no longer about keeping secrets. Authority today is the power to disseminate information.
A change in mindset is difficult to bring about, he said. Public diplomacy is becoming more
important with the "cloak and dagger bit" receding in importance.
