Meeting of envoys under way
to finetune Africa strategy

The Ministry of External Affairs is going to lay special
focus on Africa from Monday when 24 Heads of Mission from that continent
will assemble in Delhi for a two-day conference to finetune India\92s Africa
policy and flagmark new areas of expanding Indo-African relations.
A major project is to be executed by India in Africa in the coming months to
provide fibre-optic and electronic connectivity among all its states. It is
envisaged that implementation of this project will impart a further impetus to
Africa in its march towards progress and prosperity.
The March 21-22 conference is being held at a time when India and Africa are
poised to enter a new era of expanding cooperation and interaction in such
diverse fields as IT, SSI, agriculture and communications where Indian
experience and technology would prove of special benefit to Africa.
The conference will be inaugurated by External Affairs Minister K Natwar
Singh. Minister of State for Africa, Rao Inderjit Singh, will deliver the
valedictory address on March 22.
During this conference there will be interactive sessions between Secretaries
in the Ministry of External Affairs as well as Heads of concerned territorial
divisions with the visiting Heads of Mission regarding various aspects of
India\92s policy towards Africa.
Secretaries and senior officers of other ministries such as Commerce, Home
and Finance are expected to address the Heads of Mission participating in this
conference.
Illegal
migrants: Dhaka not cooperating:
Non-cooperation of Bangladesh in permitting India to establish special floating
border outposts (BOPs) in its waters has been cited as one of the reasons for
its failure to check large-scale illegal migration from the neighbouring country
by the Centre in its reply before the Supreme Court, hearing a bunch of
petitions on the issue.

concerned over judicial intervention: Lok Sabha Speaker Somnath Chatterjee,
who today chaired a meeting of state presiding officers to discuss the fallout
of the Supreme Court\92s directions to the Jharkhand House, said the court\92s
interim \91\91order could not find a solution\92\92 to the Jharkhand crisis and
it was ultimately resolved through \91\91executive interference\92\92.

Committee
set up on police reforms: The Ministry
of Home Affairs has constituted a special committee and nominated the Director
of the National Police Academy, Mr Kamal Kumar, as its Member-Secretary to
ensure the implementation of some important recommendations of the various
commissions and committees on police reforms.
Fencing
along LoC: J&K seeks Centre's intervention:
The Mufti Mohammad Sayeed Government has sought the Centre's
intervention in settling the issue of fencing along the Line of Control (LoC) in
Jammu & Kashmir. Mr Sayeed's emissary, State's Revenue and Relief Minister
Dr RC Sharma has arrived in the Capital on Sunday and met with Union Defence
Minister Pranab Mukherjee. Dr Sharma has handed over a letter from the State
Government to the Union Minister, a copy of which is with The Pioneer.
List
of bus passengers sent to Pakistan: India
has submitted to Pakistan a list of 40 persons who had applied for travel in the
first bus between Srinagar and Muzzafarabad on April 7 but a similar list from
the other side was awaited. Highly placed sources said Pakistan had refused to
issue any travel form to the people, mostly militants, who had crossed over from
Jammu and Kashmir to PoK after the outbreak of militancy in 1990.

guru 'threatened' by SIMI: Renowned Yoga guru Swami Ramdev has
claimed that he has been threatened by the banned Students Islamic Movement of
India (SIMI). "I have received an e-mail asking me to restrain myself from
teaching yoga to Muslims," Swami Ramdev said on Sunday in the Capital at a
well-attended Press briefing, a day prior to the start of his seven-day yoga
camp in the city.
