The National AIDS Control Organisation (NACO) proposes to spend 67.2 per cent of the total budget on prevention of HIV/AIDS under phase III of the National AIDS Control Programme on targeted interventions and anti-retroviral treatment. NACO had projected a total budget of Rs. 11,585 core (USD 2.6 billion). Breaking away from the past, NACO now wants Rs. 2000 crore (USD 44 million) on condom promotion and distribution.

NACO reveled that its main implementation issues remained lack of effective partnerships with non-government organization, networking of workplace intervention programs, clarity of state government policies, and lack of community programs.
