Pakistan has instituted travel curbs on Indian diplomats where they need to seek advanced permission from authorities for travel to Murree (a hill station) and Rawalpindi (a twin city to Islamabad) but no official announcement has been made. Pakistan argues that travel curbs on diplomats are on reciprocal basis and these curbs are an apparent retaliation for curbs on Pakistani diplomats in New Delhi from visiting Gurgaon and Noida.
Agreeing with Pakistani position on reciprocity, India differs on curbs on Murree and Rawalpindi saying that a bilateral agreement allowing Indian diplomats to travel to Murree was instituted over four decades ago where Pakistani diplomats were allowed to go to Old Delhi. Under this agreement, India even owns a guesthouse in Murree.
It is not clear what sparked the sudden Pakistani curb on Indian diplomats in violation of bilateral agreements. India restricts Pakistani diplomats after it found several engaged in espionage and anti-India activities
