Pakistan Puts Off Wullar Dialog

Pakistan said that it has postponed the upcoming dialogue with India on the Wullar Barrage and Tulbul Navigation Project saying that the Indian Water Resources Secretary was indisposed to attend this crucial meeting because of other business. The discussion on water sharing is part of the overall composite dialogue process between the two nations and Pakistan said that the delay in one element of the process would not delay the overall process.

The two countries have been discussing this dispute the last 18 years with Pakistan arguing that the barrage across the Jhelum River can stop the flow of water to its agro-dependent economy. India rejects this argument saying that the flow of water will not be impeded and instead the barrage will give it a 20-kilometer navigation capability between Wullar and Baramullah in Jammu & Kashmir.

The two countries have other water disputes as well. A neutral World Bank expert is examining the Balighar Project in India and the next meeting is scheduled for May.

It is not known what was “other business” was that caused the cancellation of the meeting. It is possible that the Indian Water Resources Secretary was commandeered by his Minister to work on the Narmada imbroglio that has consumed all attention and space in India
