Army Says J&K situation is better

 

The Indian Army has said that there is a “marked improvement” and “discernable drop” in the infiltration levels leading it to believe that this has “led to the development of an opportunity to move decisively towards resolution of the conflict in the State.” 

Its reading in the Ministry of Defense annual report is that its policy of “actively encouraging flag meetings” between local commanders to resolve differences and local tensions was keeping the ceasefire intact with minor aberrations. It also noted that improved equipment for tracking and combat, the attrition level is at 7.4 terrorists per soldier compared to 5.4 a year ago. While the number of actual infiltrations number dropped marginally to 335 from 349, there were stepped up efforts to infiltrate over the summer months.

The civilian report itself was more circumspect saying that the peace efforts have “failed significantly” to alter the situation in the State. It said while the infiltration bids have dropped marginally, attempts continue and the infrastructure continues to exist in Pakistan. They said that the terrorism from Pakistan is showing up in other parts of India and via Bangladesh and cited the Deepavali blasts of last year in Delhi as an example.

 

Recently, the US acknowledged the existence of terror infrastructure in Pakistan when President George Bush said the he hoped “Pakistan will do more” to curb terrorism in Kashmir. The Interpol also identified Dawood Ibrahim, the most wanted man in India, as an associated of Osama bin Laden and living in Pakistan.

The bright side is better intelligence and police activity is helping in capturing more terrorists across the board . Also, with the rise of new Taliban in Pakistan, there is increased focus of the Inter-Services Intelligence (ISI) on those activities that is threatening to consume Pakistan . Therefore, there is intense self-interest for Pakistan to control terrorism on the Eastern flank  and reduce Indian forces there so they can focus on the Pakistani Taliban and ongoing civil war situation in Baloachistan
