The Rehabilitation Council of India (RCI) and the National Institute of Open Schooling (NIOS) have signed separate agreements with the Indian Space Research Organization (ISRO) to set-up boost distance education oriented at the disabled, parents, and trainers. While RCI will set up an EDUSAT up-link at their premises to provide content and information to those with disabilities and those who support such individuals, NIOS will facilitate children with disabilities to learn, acquire skills, and qualify at a customized pace.

An important component of the agreement is to have 100 study centers of the RCI connected to its New Delhi studio via satellite to distribute free content to all who work with disabled people to raise awareness, disseminate latest information, and provide a support network. In the second phase 237 recognized training centers will be connected to the network and the third phase will include all 3000 non-governmental organizations working with the disabled.

The NIOS offers academic, technical, and vocational courses through open and distance learning modes with certification methodology in Basic Sign Language, Basic Braille Language, Orientation and Mobility. It operates through a network of institutions.
