The civilian report itself was more circumspect saying that the peace efforts have “failed significantly” to alter the situation in the State. It said while the infiltration bids have dropped marginally, attempts continue and the infrastructure continues to exist in Pakistan. They said that the terrorism from Pakistan is showing up in other parts of India and via Bangladesh and cited the Deepavali blasts of last year in Delhi as an example.
Recently, the US acknowledged the existence of terror infrastructure in Pakistan when President George Bush said the he hoped “Pakistan will do more” to curb terrorism in Kashmir. The Interpol also identified Dawood Ibrahim, the most wanted man in India, as an associated of Osama bin Laden and
living in Pakistan.
The bright side is better intelligence and police activity is helping in capturing more terrorists
across the board
. Also, with the rise of new Taliban in Pakistan, there is increased focus of the Inter-Services Intelligence (ISI) on those activities that is threatening to
consume Pakistan
. Therefore, there is intense self-interest for Pakistan to control terrorism on the
Eastern flank
and reduce Indian forces there so they can focus on the Pakistani Taliban and ongoing civil war situation in Baloachistan.
