Russia Promises Nuclear fuel for Tharapur

 

Russian Prime Minister Mikhail Fradkov is visiting India to discuss a range of issues including supply of nuclear fuel for Tharapur nuclear plant. Announcing the Russian supply of “limited quantity” of uranium for “safeguarded units” (Unit 1 and 2) of 60 tons, an Indian spokesperson said this will “enable the plant to continue to operate in safety and provide much-needed electricity to the Western grid of the country.” Russia has already notified the US and other key members of the 45-nation Nuclear Supplier Group (NSG) body.

The US had bitterly opposed the last 58-ton shipment of uranium by Russia in 2001. However, this time around with the Indo-US civilian nuclear deal well socialized based on transparency and India’s high non-proliferation standard, the shipment will be governed by safety standards of the NSG. 

 

Nuclear Non-Proliferation Ayatollahs in the US are bemoaning this decision saying that the US decision to go ahead with the nuclear deal is spurring a number of out-of-international-norms one-time deals. However, NSG safeguards allow the export of nuclear fuel to countries where not all reactors are under international supervision, when exports are needed to prevent “a radiological hazard to public health and safety which reasonably cannot be met by other means.”
